 출시 후보인 첫 RC(Release Candidate)버전. 기업 사용자를 대상으로 한 베타 1, 2, 3 이후에 나온 일반 소비자 평가판이다. 1998년 2월 27일 제작되었고, 1998년 3월 5일 "윈도우 98 일반 사용자 평가판"으로 출시되었다. 부가세 별도 2만 5천원, 부가세 포함 시 27,500원.[* 현재 가치로 53,240원이다.] 특징은 CD에 태극기가 그려져 있다.
 베타 테스터 700명을 대상으로는 무료배포 되었다.
